I read ahead. I don't know if it's the religious culture in Utah where the girls live or just around their school, but in my region it was pretty much a hand's-off approach when it came to off-campus student housing. Students were free to come and go and do as they please, much, I'm sure at times, to their non-college neighbors' dismay on the weekends. Private or public college, it doesn't matter. I suppose as long as their landlords got their (overpriced) rent every month and the police weren't there as often as the student tenants, they didn't care.

The "clean living" requirements of the FE girls' apartment is inspired by the standards of another certain private university around here. Their students are required to live in approved housing, which is either the campus dorms or housing complexes that agree to forbid such things from their property. When moving out, my Mom was very concerned in making sure I lived in one of these complexes, even though I wasn't attending that school.

With the private university that I went to, there wasn't as stringent a code of conduct for students living off-campus as there was for dormers, so those students were free to live their own lives and do as they please. However, the caveat was that on or off-campus they were still considered representatives of the university, and as such, under the administration's jurisdiction no matter where they were. You'd hear of parties getting out of control or someone being busted for underage drinking, but those instances were rare. As much as I would have loved to live on-campus (or at least, share an off-campus place with someone(s), my family didn't have the money, so alas I was just a lowly commuter.

The running joke was that those who started off with someone to share a room with at the beginning of the semester didn't have that same person by semester's end.
