Would this mesh with canon? (G)

So, I have a human OC whose entire persona is basically built around a couple lines in the turian codex entry. This line, "They do not exterminate their enemy, but so completely devastate their military that the enemy has no choice but to become a colony of the turians. " to me means that if you are defeated by the Turians, you become "Turians" so to speak, you might end up as a sort of "Servant" race, like the volus.
Turians have 27 citizenship tiers, beginning with civilians (client races and children).
The turians recruit auxiliary units from conquered or absorbed minor races. Auxiliaries are generally light infantry or armored cavalry units that screen and support the main battle formations. At the conclusion of their service in the Auxiliaries, recruits are granted turian citizenship.
So in all, I think it's very possible that there's a couple more species out there that we haven't seen that are under Turian jurisdiction. Also, had the relay 314 incident gone the Turians' way, humanity would be a conqured race, and I've gotta wonder how that would have turned out.
But here's the question for you, fandom, do you think that my Assumption is fair? That individuals can put themselves under Turian rule? If an Asari believe in Turian law and government, in their way of life, she could apply for citizenship as a Turian, but to get it, would have to prove her ability to serve alongside Turians capably, know (at least one of) their languages, prove loyalty to the Turian race even over her own, and probably she would need to serve in the military for a very long time.
If so, why couldn't other individuals too, are there Salarians, Drell, maybe even humans under Turian dominon? And don't say people wouldn't do it, I'm very sure that if they could, people would be species-swapping all over the place.
