Growth Cards - Mechanics Update/Suggestions (G)

I've written down the card ideas and mechanics I'm thinking of adding, feedback/suggestions are very welcome.
Biggest thing I'm unsure about is to introduce 'tiers' of cards you can get, as in the dice games on f-list that I draw inspiration from.
(As in: You start by rolling for card 1-10; then 11-20, etc).
But I'm not convinced this added complexity is worthwhile.
