Why Pawbert? (Mild spoilers) (G)

I just watched Zootopia 2 and enjoyed it.
Nevertheless I'm surprised that this Pawbert character is so popular with the furries. Will they identify with just ANY pariah?
Basically, Pawbert's a sore loser villain. He's sly and hypocritical, with poor judgment. He isn't even a tadbit conflicted about perpetuating his family's evil. Besides, his cuteness is minimal. Why even try to like him or find him excuses?
