Awesome collab tag-team of two win artists~

Doubt that anyone will read this, but might as well put it out there.

I've got an issue with a commissioned image, this particular piece was put to work about three months ago.
The Artist is a reputable one, so I assumed there would be no issues. The image was a simple sketch, and the characters likewise fairly simple. I've only gotten E-Mails on the subject once I prodded the artist, and have gotten a single WiP over the course of the months. I'm not trying to sound greedy or entitled, but he did say several times that he was working on it as he E-Mailed me back or such.

How should I go about this? :\
