Okay so...good news is:
I FIGURED OUT WHAT WAS WRONG!
Turns out it WAS a case fan... just one I had turned a blind eye to.
Only because it was NEVER on in the past. Not once has it been on since I built this PC.
All of a sudden it's like.. "Hi! I want to try to work!" So...since it's never actually been on...
I just unplugged it, now all the noise is gone! Hurray!
Now I can stop stressing about THAT....
NOW...I can focus more on more arts Q - Q
