Happy Birthday...!! you should have been 20 a long time ago.. nowadays it takes longer due to recent changes in the space time laws.. if your paper work ain't right then your 20th birthday could be delayed and then still once its fixed you still have to wait a year after its fixed.. some people have been 19 for 5 years due to the backlog..!
