The fleas are back

Yeah, so for the past week or two, we've been battling fleas again. It hasn't been nearly as bad as last year, but somehow more pervasive. We've combed the cat down to where he's got almost none left on him, and sprayed the basement with neem oil solution. So he's fine.
Now my brother seems to be having problems. I mean, I did too for a while (my ankles are covered in bites), but not anymore. We've vaccuumed my room (forgot to take the bag out, I hope that doesn't bite us in the ass), sprayed it with neem oil and lemon oil and alcohol and set up flea traps and turned the AC on (how the fuck can they survive with it on?) and he's still getting bit. I'm willing to believe my fiancee when she says they're probably just hatching on him now, because it doesn't seem to matter where he is when he finds them on himself.
Me, I just kind of don't give a fuck at this point. But my mother is freaking out. Which is why I'm posting this. We're considering stepping up the attack to flea bombs, but it seems like no matter what we do, it's always the wrong thing, or in the wrong place, or less than what we should be doing. It was the same way last year. I thought we were done with this. Shit sucks.

Have him bag up whatever clothes, plush toys, etc in garbage bags. It should smother the fleas. Least this is what my mother had the neighbors do when their cat had fleas.

Ugh. At my previous apartment, everyone got MASSIVE flea problems when the leasing office mulched the bushes outside- the manure they used was riddled with flea eggs, and the little buggers hatched and came hopping right through the window screens or however they could find to get in the apartments. x.x

Wow, that's a serious bitch. o.o Did they do anything to, y'know, stop it?
Not that I know of. I didn't realize how widespread it was until I read reviews of the apartment complex that mentioned it!

as far as treating your house try finding a flea killing powder that has Boric acid as it's active ingredient. I've asked several Vets and they all tell me its the best.

We've spent the day spraying things with neem oil (shit works!) and finely ground salt. @_@ At this point, there's little else we can do.
